Philip acquired his degree at Oxford University in Agriculture Engineering and came to the United States from the United Kingdom as a Merchant Marine. He met and married Karen Korrell in 1974 and from that union they had two daughters, Sara and Suzanne.

After his career in law enforcement Philip married Jessie Boner and established his own construction business.
