James "Jim" R. Phillips
Jim Phillips dies in Cheyenne
James R. (Jim) Phillips, former resident engineer for the Wyoming Highway Department at Lusk, died in Cheyenne last Thursday. At the time of his death he was Cheyenne city engineer.
Mr. Phillips came to Lusk about 1926 as resident highway engineer and remained until about 1932 when he moved to Casper to become district engineer for the Highway Department. He later worked for the Blanchard Brothers and Leach Brothers construction companies. He had been city engineer at Cheyenne since December 1958.
He is survived by his wife, Eunice; a son, William J., of San Jose, Calif; five sisters, Mrs. Jesse Titus, Grain Valley, Mo.; Mrs. Roy Graingers, Phoenix, Ariz.; Mrs. Dick Hauer, Kansas City, Mo.; Mrs. Wallace Buck, Hayward, Calif.; and Mrs. Jack Seaver, Kansas City, Mo.; and five grandchildren.
